THE HEAL AMERICA ACT

A real, meaningful "Heal America Act" and focus that money towards Meaningful, real, reparations first, then veterans bolstering, and then infrastructure.

I would like to see, 80% in reparations, 10% in veterans, and 10% in Infrastructure annually for 40 years.

The Heal America Act transforms the estimated $181 billion in annual federal corporate business subsidies into a 40-year investment totaling $7.24 trillion. By ending direct aid to profitable industries like agriculture, energy, and semiconductors, this act redirects those funds toward redressing historical harm, supporting those who served, and modernizing the nation's physical foundation.

Financial Allocation (Annual & 40-Year Total) Based on an annual "bucket" of $181 billion:

CategoryAnnual Allocation40-Year Total Investment

Meaningful Reparations (80%) $144.8 Billion $5.79 Trillion

Veterans Bolstering (10%) $18.1 Billion $724 Billion

Infrastructure Modernization (10%) $18.1 Billion $724 Billion

1. Meaningful Reparations ($5.79 Trillion) This pillar focuses on closing the racial wealth gap through direct and systemic redress.

• Direct Wealth Transfers: Modeled after research from priceschool.usc.edu/new…, funds would provide substantial direct grants to descendants of enslaved people to address the fact that Black Americans possess less than 2% of the nation's wealth despite making up 12% of the population.

• Community Trust Funds: Establishing zero-interest business and home-ownership loans in historically redlined or disenfranchised neighborhoods.

• Educational Endowment: Creating a permanent, tax-exempt trust to provide full tuition for higher education and vocational training for eligible recipients. 2. Veterans Bolstering ($724 Billion) This funding targets critical gaps in the department.va.gov/wp-co… that current budgets struggle to cover.

• Medical Staffing Solutions: Directly addressing the severe shortages where 94% of VA facilities lack enough medical officers and 79% are short on nurses.

• Toxic Exposure Care: Permanently funding the department.va.gov/wp-co… to ensure veterans from all eras, including those affected by PACT Act conditions, have guaranteed care.

• Housing & Transition: Expanding initiatives like Bridging Rental Assistance for Veteran Empowerment (BRAVE) to eliminate veteran homelessness nationwide.

3. Infrastructure Modernization ($724 Billion)

While the asce.org/publications-a… provided a boost, the infrastructurereportcar… still identifies a $3.7 trillion 10-year funding gap.

• Bridge & Road Rehabilitation: Targeting the 39% of major roads in poor or mediocre condition and the $373 billion needed to bring bridges into good repair.

• Transit Expansion: Bridging the $152 billion gap in public transit to provide access for the 42% of Americans who currently lack it.

• Resilient Utilities: Modernizing the energy grid and wastewater systems, which are increasingly vulnerable to extreme weather events.
